A key change in this policy is the focus on the total number of cars that can be purchased over one’s lifetime. Under the new rules, Defence Personnel in pay levels 3 to 5 are allowed to buy up to four cars during their lifetime, while those in pay matrix levels 6 to 9 can purchase as many as five cars throughout their lifetime.

Starting from February 1, 2024, a new set of guidelines will reshape the criteria for acquiring cars through the CSD Eligibility Car program. This essential update caters specifically to Junior Commissioned Officers (JCO) and Other Ranks (OR) within the CSD Canteen framework.
The updated entitlements have been meticulously defined across all pay matrix levels, aiming to foster a fair and transparent car purchasing experience. Additionally, this revised policy now encompasses officers from Ordnance Factories, broadening the pool of beneficiaries. Importantly, the CSD Eligibility Car acquisition process via CSD AFD has undergone changes in 2024, highlighting the necessity for all Armed Forces members to stay informed about the new procedures for obtaining a vehicle from the CSD Canteen.
2024 New CSD Car Policy for Other Ranks (ORs)
Individuals at the Sepoy level or equivalent ranks in the Indian Air Force and Indian Navy (pay levels 3A to 5), including active duty members, veterans, widows, and their families, must adhere to specific criteria for vehicle purchases through the Canteen Stores Department (CSD). For those within pay levels 3 to 5, which encompasses both serving and retired personnel, as well as pensioners and their dependents, the maximum limit for acquiring a CSD vehicle is set at 8 lakhs, not counting relevant taxes.
Furthermore, each qualified person is allowed to buy up to four cars throughout their lifetime. The first vehicle can be purchased after a minimum of five years of service, followed by an obligatory waiting period of eight years for any subsequent purchases. If a widow of a pensioner wishes to use this car purchase benefit, she may do so by utilizing the remaining entitlement from her late spouse.
However, should the deceased have already exercised their right to buy four vehicles during their lifetime, the widow would be ineligible for this benefit. It’s crucial to note that there must be an eight-year interval between purchasing two cars, highlighting the importance of prudent management and distribution of these privileges within this particular group.
2024 CSD Car Policy for JCOs: Latest Updates
The Indian Army’s Non-Commissioned Officers (NCOs), along with Subordinate Majors from the Naval Branch and their counterparts in the Indian Air Force and Navy, are now privy to an updated policy. This allows Defense Personnel in pay grades 6 to 9—mainly Junior Commissioned Officers (JCOs)—to purchase up to five cars over their lifetime through the Canteen Stores Department (CSD) Armed Forces Depot (AFD) online platform.
Moreover, this benefit extends to retired service members and their widows, ensuring they too can access this privilege. The first vehicle can be obtained after five years of service, followed by an obligatory waiting period of eight years for any additional purchases. This new approach significantly enhances the previous rule, which limited car acquisitions to just three. Additionally, each vehicle can be purchased with a limit of 10 lakhs (excluding taxes), reflecting a strong commitment to supporting and honoring the dedicated personnel of our armed forces and their families.

Those who have committed their lives to the Armed Forces, encompassing retirees, widows, and immediate family members, are classified within Pay Levels 10 to 18. In recognition of their dedication and sacrifices, this esteemed group is afforded the unique opportunity to purchase vehicles, limited to a maximum price of 20 lakhs, not including taxes. Each qualified person may take advantage of this benefit once every eight years, ensuring they can travel with ease and comfort.

The 2024 CSD Eligibility Car Policy is designed for civilian officers, whether active or retired, who receive compensation from defense estimates in pay grades 11 to 18, as well as family pensioners. These individuals are eligible for a vehicle purchase benefit of up to INR 20 lakhs, not including taxes. This benefit can be accessed once every eight years by those who qualify.
New EV Policy for CSD 2024: Updated Guidelines and Regulations
CSD Eligibility Car Vehicle: The CSD Electric Vehicle (EV) Car Policy for 2024 has undergone changes to provide a unique benefit for military members selecting an EV for the first time. Under the revised guidelines, these service members can now acquire their next vehicle after a reduced waiting period of six years instead of the standard eight years. However, it’s crucial to understand that the next vehicle purchase can only take place after a complete eight-year period has elapsed.
CSD Eligibility Car for Agniveers and Students of Military Schools
The Canteen Stores Department, or CSD, provides access for Agniveers, students from Sainik and Military Schools, as well as Officer Cadets in Training Academies. Those in the Agniveer program and attendees of Sainik/Military Schools/RIMC have the opportunity to acquire grocery items valued at 3,500 rupees monthly with the use of Steel Cards. Upon finishing their training, newly commissioned officers and Agniveers are issued grocery and liquor cards at their respective Training Academies and Centers. Additionally, Officer Cadets receive a ‘Personalised CSD Smart Card,’ which enables them to purchase groceries worth up to 5,000 rupees each month, along with AFD-II items totaling up to 20,000 rupees annually.
