Aligned with Article 21A of the Constitution, the primary objective of this act is to establish an inclusive and integrated educational system by offering equal educational opportunities. A key provision of the act, as specified in Section 12(1)(c), requires private unaided schools to reserve a minimum of 25% of seats in their entry classes for children coming from socially and economically disadvantaged backgrounds.

To improve the efficiency, transparency, and accountability of this process, the School and Mass Education Department of the Government of Odisha has launched the online RTE-PARADARSHI portal. In the 2026-27 academic year, this initiative facilitated admissions for a total of 41,267 students in 3,531 schools, with 43,732 seats available. Out of these, 25,659 students have been successfully allocated seats, ensuring increased access to quality education for more children from underprivileged backgrounds.

Odisha RTE Admission 2026: School Transfer Process

To initiate a transfer from one school to another, the parent or guardian is required to submit a request letter to the relevant Block Education Officer. This letter should include a justification for the transfer as well as the names of both the current and intended schools. The Block Education Officer will then conduct a verification process and forward a recommendation, along with the justification, to the appropriate District Education Officer. Upon reviewing the submitted documents, the District Education Officer will send the letter to the Directorate of Elementary Education, Odisha.

The Director of Elementary Education, Odisha, holds the authority to either approve or deny the transfer request. Following this decision, the District Education Officer or Block Education Officer will take the necessary actions to facilitate the child’s admission, always prioritizing the child’s best interests.

The proposed school is obligated to admit the child, provided there are available seats in accordance with Section 12(1)(c) of the RCFCE Act, 2009, and must offer free education until the child completes elementary education (up to Class VIII).

It is essential to present the current School Transfer Certificate to avail the benefits outlined in Section 12(1)(c) of the RCFCE Act, 2009.
