7th Pay Commission Increment Day & Date
With the rollout of the 7th pay commission, central government staff now have the chance to earn two distinct types of increments. The first is the annual increment, while the second stems from promotions. These increments are awarded on set dates: January 1st and July 1st each year. The annual increment is determined by the vertical cells within the applicable Level of the Pay Matrix.
Employees will receive their annual increments on either January 1st or July 1st, depending on when they were appointed, promoted, or received a financial upgrade. This represents a shift from the earlier system, which only provided increments on July 1st. Moreover, under the Modified Assured Career Progression Scheme (MACPS), those employees who are appointed, promoted, or granted a financial upgrade between January 2nd and July 1st will see their increment applied on January 1st.
Is it compulsory to be present on increment day?
When a government employee is on leave on the important date of July 1, 2024, when annual pay raises are scheduled, it can affect their salary increase. This is because those on leave receive a leave salary instead of their usual pay. Consequently, any pay raise that occurs while they are away cannot be accessed until they return to work.
As specified in the Department of Personnel and Training (DoPT) directive dated February 16, 1989, if a government worker is on leave when the increment is due, the increased salary will only take effect upon their return to duty. However, this situation does not change the timing of their next regular increment. Additionally, if a government employee passes away while on leave with applicable leave salary, the increment that would have been earned during that leave period up to their date of death will still be granted from the due date, without requiring their return to work.
Annual Increment for Central Govt and Railway Employees 2024
Following the adoption of the recommendations from the 7th Central Pay Commission, several inquiries have arisen concerning the Date of Next Increment (DNI) for staff members who were either promoted or received financial enhancements, including those under the Modified Assured Career Progression (MACP) scheme, effective July 1, 2016. Their salaries were adjusted on this date according to the established pay fixation guidelines pertinent to promotions.
Concern 1: For employees who are elevated in rank on July 1 and have their salaries set with two increments, a question comes up regarding whether the subsequent increment should occur on January 1 or July 1.
Concern 2: This involves the scheduling of the next increment when an employee is consistently promoted or gains a financial upgrade on a date that differs from the standard annual increment date, opting for pay fixation in accordance with FR 22(1)(a)(1).
It is important to mention that the Department of Personnel & Training provided clarification in their Office Memorandum No. 13/02/2017-Estt. (Pay-1) dated July 27, 2017, concerning the option for salary fixation upon promotion from the DNI in a lower position and the applicable method of pay fixation from DNI if this option is selected, as per CCS(RP) Rules, 2016. This clarification has also been adopted by the Railways, as reflected in the Board’s Letter No. PC-VII/2016/1/6/2 dated July 31, 2017 (RBE No. 79/2017).
Grant of Annual Increment for Retiring on 30th June
Employees of the Central Government who are set to retire on either June 30th or December 31st qualify for a notional increment. The Department of Personnel and Training has released a directive concerning the allocation of annual increments for those retiring on June 30th. It has been made clear that those who retire on the last working day do not receive the increment that would be effective the next day. Nevertheless, the Supreme Court has decided that retirees on June 30th or December 31st are entitled to receive one annual increment, reflecting their length of service up to their retirement date.
