CSD Closed Sales: Last 3 Days Every Month
CSD finalizes transactions via the online portal during the last three days of each month to reconcile accounts with Original Equipment Manufacturers (OEMs). Nonetheless, there is some uncertainty regarding the maintenance mode notification shown on the AFD portal. This portal enters scheduled maintenance mode whenever fresh rates are being uploaded. Sales generally commence on the first day of each month, contingent upon receiving new rates from the OEMs. Products will be accessible on the portal only after the OEMs have provided their rates for that month’s sale.
Entitlement for AFD-I items: Two Wheeler, Fridge, Washing Machine, and more
The opportunity to acquire Additional Flexible Duty-1 (AFD-I) items, including two-wheelers, refrigerators, washing machines, televisions, air conditioners, mobile phones, and laptops, is now available to designated groups of canteen smartcard holders at all pay grades. This encompasses serving members of the armed forces, retired military personnel, current defence civilians, and retired defence civilians.
Unlike the requirement for purchasing a vehicle, there is no minimum service duration needed to buy these other AFD-I items. All listed categories of canteen smartcard holders can obtain additional AFD items without regard to their length of service.
When it comes to purchasing frequency for various AFD-I products such as TVs, air conditioners, fridges, mobile phones, laptops, desktops, washing machines, and two-wheelers, the following rules are in place:
- TVs: Up to two units may be bought within a four-year cycle.
- Air Conditioners: A maximum of four units can be acquired in a four-year period.
- Other AFD-I Items (excluding four-wheelers): One unit may be purchased every four years from the date of the last acquisition.
The purchasing intervals will be regularly assessed by the Office of the Directorate General Canteen Services, and any changes will be communicated accordingly. Regarding repurchasing within the same product category, each type of product can only be acquired once within a designated timeframe.
Entitlement for AFD-I Items: Four Wheeler Purchases
Who can buy four-wheelers via the AFD Portal? There are three distinct groups with set spending limits: Officers, JCOs, and ORs. If a user encounters the aforementioned message, they should opt for a different item that is less expensive but still within their assigned budget or category.
The following types of canteen smartcard holders are permitted to acquire other AFD products: Serving Defence Civilians (Pay Level 11 and above), Retired Serving Defence Civilians (Pay Level 11 and above), Serving Armed Forces Personnel (Pay Level 1 to 18), and Retired Armed Forces Personnel (Pay Level 1 to 18). CSD AFD Purchase: Everything You Need to Know
Eligible individuals for purchasing four-wheelers using a canteen smartcard comprise specific groups. This privilege is granted to Serving Defence Civilians at Pay Level 11 and higher, as well as Retired Defence Civilians at the same pay scale. Furthermore, Serving Armed Forces Personnel from Pay Level 1 to 18 are included, along with Retired Armed Forces Personnel within that range.
As per the AFD Portal regulations, a vehicle cannot be transferred until five years have elapsed since its original purchase. This means that even if ownership of the first vehicle is passed to a family member, you must still adhere to the five-year waiting period before you can make another purchase via the portal. Additionally, any further vehicle acquisitions can only occur after another five years have gone by since the last purchase.
Payments cannot be made using accounts belonging to your spouse, wife, or children. However, if you share a joint account with your spouse or children and are the primary account holder, you may transfer funds from that joint account for payments. To facilitate this, all joint account holders must submit a formal declaration permitting the use of the account specifically for payments related to AFD-I item purchases through the designated portal.
A beneficiary is permitted to make partial payments, which can be done up to two times, but no more. This setup provides an opportunity for financial flexibility by allowing payments to be divided into smaller, more manageable amounts.
The role of CSD concludes upon the delivery of the product. After that point, responsibilities such as after-sales service, warranty claims, registration, insurance, and other related tasks fall solely on the customer. In these matters following delivery, CSD does not interfere, leaving the customer to handle them independently.
