Delhi Home Guard Recruitment 2025 – Apply at homeguard.delhi.gov.in

Delhi Home Guard Recruitment 2025: Online applications are now being accepted for the enrollment of 10,285 Home Guard volunteers for a duration of three years, which may be extended by an additional two years. There will be reservations of 15%, 7.5%, and 27% for candidates from Scheduled Castes, Scheduled Tribes, and Other Backward Classes, respectively. Additionally, one-third (33.33%) of the vacancies in each category are reserved for women (horizontal reservation).

Furthermore, 10% of the vacancies are allocated for Ex-Servicemen; if these are not filled, the positions will be offered to Ex-CAPF personnel, and if still unfilled, to candidates from the general category. Please note that the number of vacancies is tentative and may be adjusted based on actual requirements at the time of final enrollment.

An ‘ex-serviceman’ is defined as an individual who has served in any capacity, whether combatant or non-combatant, in the Regular Army, Navy, or Air Force of the Indian Union and meets one of the following criteria:

  1. Retired from service after earning a pension.
  2. Released from service on medical grounds related to military service or due to circumstances beyond their control, and awarded a medical or other disability pension.
  3. Released, retired, or discharged at their own request after earning a pension or due to a reduction in establishment.
  4. Released from service after completing the specified period of engagement, not at their own request or due to dismissal or discharge for misconduct or inefficiency, and has received a gratuity.

This definition also includes personnel from the Territorial Army who fall into the following categories:

(i) Pension holders for continuous embodied service,
(ii) Individuals with disabilities attributable to military service, and
(iii) Recipients of gallantry awards.

‘Ex-CAPF personnel’ refers to individuals who have served in any of the Central Para Military Forces of the Government of India and meet any of the four criteria outlined above for Ex-Servicemen.

How to Apply for Delhi Home Guard 2025

Candidates are invited to apply via the enrolment portal of the Directorate General Home Guards, Delhi, accessible at http://dghgenrollment.in. This portal can also be accessed through the Directorate General Home Guards’ official website at https://delhihomeguards.nic.in.

a) Prior to submitting online applications, candidates must confirm their registration on the Directorate General Home Guards (DGHG) enrolment portal at http://dghgenrollment.in, which can also be reached from the DGHG website at https://delhihomeguards.nic.in.

b) Registration instructions are available on the DGHG website. This registration is a one-time process. The user ID and password created during registration should be used for logging in whenever candidates apply for enrolment opportunities advertised by DGHG. Any candidate who registers multiple times or appears for the examination more than once at any stage will have their candidature cancelled and will be barred from enrolling as a Home Guard volunteer.

c) Eligible candidates may submit their applications online through the enrolment portal at http://dghgenrollment.in from January 24, 2024, until February 13, 2024, at 12:00 midnight, after which the application link will be deactivated.

d) Candidates are advised to carefully review the INSTRUCTIONS FOR APPLYING ONLINE while completing the Online Application Form for enrolment.

e) Applications must be submitted exclusively through the Online Mode. Applications submitted via any other method, such as by post, in person, or by email, will not be accepted and will be automatically rejected. No correspondence regarding this matter will be entertained.

f) Before finalizing the online application, candidates should verify that all details in each section of the application form are accurate. Once the online application is submitted, no requests for changes, corrections, or modifications will be considered or permitted under any circumstances.

Requests submitted in any format, including but not limited to post, fax, email, or in person, will not be accepted, and no further communication will be provided regarding this matter. Candidates are accountable for any errors in their application form data and the fees they have submitted.

g) APPLICATION FEES AND PAYMENT METHOD: ₹ 100/- (One Hundred only). Candidates who apply online must pay the required fee, along with any applicable convenience fee, exclusively through the payment gateway available on the DGHG enrollment portal. Any other payment methods will not be accepted, and applications from such candidates will be immediately rejected, with any fees paid being forfeited. Please note that the application fee is non-refundable under any circumstances.

Eligibility Criteria for Delhi Home Guard Recruitment 2025

a) The individual must be a citizen of India and a resident of the National Capital Territory of Delhi. To verify residency in Delhi, the candidate must provide one of the following documents:

i) A valid passport
ii) An Election Commission photo identity card
iii) A current and valid ration card that includes the candidate’s name and photograph. If the ration card does not contain a photograph, it must be accompanied by another form of identification that includes a photo of the applicant.
iv) A valid driving license issued by the Transport Department of the Government of National Capital Territory of Delhi.
v) A passbook from a public sector bank account, duly attested, that includes a photograph and residential address in Delhi.
vi) A certificate issued by a competent or authorized government authority from the Revenue Department of the Government of National Capital Territory of Delhi.

b) Age Requirement: Candidates must be between 20 and 45 years old (born no earlier than January 2, 1979, and no later than January 1, 2004). For Ex-Servicemen and Ex-CAPF personnel, the age limit extends to 54 years.

c) Educational Qualification: Candidates must have completed at least the 12th grade (Senior Secondary). For Ex-Servicemen and Ex-CAPF personnel, a minimum of 10th grade is required.

d) Height Requirement: A minimum height of 165 cm is required for males and 152 cm for females. Candidates must possess the necessary certificates and documents that verify their residency in the Union Territory of Delhi, educational qualifications, age, reservation status, and any applicable bonus marks. These documents must be submitted during the document verification process following the written examination and should have been issued prior to the advertisement’s publication date for enrollment.

Only candidates who successfully complete the Physical Measurement and Efficiency Test (PMET), which includes a 1,600-meter race and height measurement, will be eligible to take the written test. Selection will be based on merit, with bonus marks added to the written examination scores where applicable. Selected candidates must pass a medical examination and provide a Police Clearance Certificate, which can be obtained from the Delhi Police website. Delhi Home Guard Enrollment Method 2025

Enrollment will be conducted based on the performance of qualified applicants in two (2) stages:

A) STAGE-I: Physical Measurement and Efficiency Test (PMET), which is qualifying in nature.

A.1 Physical Measurement – Minimum Height Requirements:

i) 165 cm for males
ii) 152 cm for females

A.2 Physical Efficiency Test – Race: Candidates must meet the race qualification criteria based on their age as of January 1, 2024, as outlined below:

Application Fees for Delhi Home Guard Recruitment 2025

To submit an application online, candidates are required to pay a fee of ₹100/- each, in addition to a convenience charge, via the online payment gateway designated for application submissions. Please note that the application fee is non-refundable under any circumstances once it has been paid.

Delhi Home Guard Recruitment – Written Test 2025

Document and Bonus Marks Verification:

B.1 WRITTEN TEST for candidates who have qualified PMET only
a) The written examination will comprise 80 multiple-choice questions, each worth 1 mark, totaling 80 marks, and will have a duration of 90 minutes. The question paper will be based on the matriculation level (10th class) covering the following subjects:

  1. Mathematics
  2. General Science
  3. General Intelligence and Reasoning
  4. History, Culture, and Topography of Delhi
  5. Constitution of India
  6. Ancient Indian History and Culture
  7. Geography and General Knowledge
  8. Current Affairs

b) The question paper will be available in both Hindi and English.
c) There will be no written test for Ex-Servicemen or Ex-CAMF personnel if their numbers constitute less than 10% of the total vacancies after passing the PMET.

Bonus marks

Bonus marks will be granted to candidates based on their legitimate claims as outlined in their applications. These claims will be subject to verification during the document review process, and any candidate found to have provided false information will have their application disqualified. A total of 16 bonus marks may be awarded according to the following criteria:

i) Bonus Marks for NCC: (Maximum of 5 Marks):
a) NCC ‘C’ Certificate: 5 Marks
b) NCC ‘B’ Certificate: 3 Marks
c) NCC ‘A’ Certificate: 2 Marks

ii) Bonus Marks for Experience as Home Guards: (Maximum of 8 Marks):

  • 2 years of experience: 3 Marks
  • More than 2 years and up to 3 years of experience: 4 Marks
  • More than 3 years and up to 5 years of experience: 6 Marks
  • More than 5 years of experience: 8 Marks

iii) Bonus Marks for Experience in Civil Defence: (Maximum of 6 Marks):

  • 2 years of experience: 2 Marks
  • More than 2 years and up to 3 years of experience: 3 Marks
  • More than 3 years and up to 5 years of experience: 5 Marks
  • More than 5 years of experience: 6 Marks

iv) Candidates must possess either a certificate from the Part-Time Instructor Course or at least two Advanced Civil Defence courses from CTI Delhi, or one course from NCDC Nagpur/CTI Bangalore to earn 3 marks.

Note: Only those candidates who have successfully passed the PMET will be eligible to take the Written Test. Furthermore, only candidates who are included in the Merit List based on the Written Test and Bonus Marks will be invited for the verification of their Bonus Marks documents and other required documentation.

B.2(b) Document and Bonus Marks Verification: A designated board will thoroughly examine and verify the original documents to confirm eligibility criteria, reservation claims, and bonus marks.

i. Any candidate found to have made false claims regarding reservation, bonus marks, or any other misleading information on the application form, or who fails to submit the necessary documents, will have their application rejected.

ii. Candidates requesting reservation as SC/ST/OBC must provide a caste certificate in the prescribed format from the appropriate authority, clearly stating the candidate’s caste, the Act/Order under which the caste is recognized as SC/ST/OBC, and the village or town where the candidate ordinarily resides.

iii. Candidates seeking OBC reservation must submit a declaration in the specified format confirming that they do not belong to the creamy layer, along with the community certificate (OBC).

iv. A valid certificate confirming residency in the National Capital Territory of Delhi must be presented; failure to do so will result in the rejection of the candidature.

v. The final merit list for enrollment will be determined based on the total marks achieved in the written test combined with the verified bonus marks.

Note: The final selection of candidates for the available positions will be based on the merit list derived from the written test and verified bonus marks, applicable only to those candidates who have successfully completed both stages.

Delhi Home Guard – Declaration of Result 2025

Upon receiving the final results, which include the scores from the written test and any bonus points, a meeting of the Selection Board will convene to establish the merit list of candidates. This will be done in accordance with the inter-se ranking criteria outlined in paragraph 3 for those candidates who have achieved the same scores.

The finalized merit list will then be submitted to the DGHG for approval. Subsequently, the selection list for the enrollment of Home Guard volunteers will be made available on the website and displayed on the notice board at the Directorate’s Headquarters.
